Stupidest Man Alive Nomination: John Podhoretz

So I am reading John Podhoretz's Hell of a Ride o a rainy Saturday afternoon, and on page 79 I find:

40 percent of the federal government's $1.7 trillion budget is tied up in entitlements, which both Congress and the president are forbidden by law to tamper with...

The Appropriations Committees do not, cannot tamper with entitlements programs. But the Appropriations Committees are not the congress.

What could Podhoretz possibly be thinking of?

What could Simon and Schuster possibly have been thinking of when they published the book? (Yes, I know: nepotistic wingnut welfare.)
