The Appropriations Committees do not, cannot tamper with entitlements programs. But the Appropriations Committees are not the congress.
What could Podhoretz possibly be thinking of?
What could Simon and Schuster possibly have been thinking of when they published the book? (Yes, I know: nepotistic wingnut welfare.)
